The Rancho San Pasqual Community Association

Who runs it and how to reach them

The Rancho San Pasqual Community Association is the HOA for all 580 homes, and it is professionally managed by FirstService Residential. Residents use the association's resident portal to message management and download forms and documents. Questions can also go through FirstService's Resident Support request form.

For gate access, guest and vendor entry, architectural changes or the CC&Rs, start with the portal or management. Your escrow disclosure packet has the official documents too.

Gates, amenities & dues

Gates: two, both on Old Ranch Rd: one just north of the Rockwood Rd stop and one at the north end of Cloverdale Rd. Both lead to SR-78 by Cloverdale Rd (routes).

Amenities listed by the association: a clubhouse open for resident events year-round, a community pool and spa (renovated in 2017), a tot lot, a half basketball court, pickleball courts and a dog-friendly fountain, plus movie nights and other summer social events.

Dues: listings for homes that sold in July and September 2026 showed $215 a month. Dues change, and the association's budget is the official figure.

The golf course isn't HOA property

Dos Osos Golf Club, at 2492 Old Ranch Rd, sits inside the community gates but is separately owned and privately managed: JC Golf runs operations, and the course is open to the public. It opened as Eagle Crest Golf Club in 1992 and reopened as Dos Osos after a renovation (soft opening November 1, 2024; grand opening May 19, 2025).

Open space around the homes

County parcel records list the association as owner of 37 common-area and open-space parcels, about 557 acres in all, including two large natural open-space parcels off Old Ranch Rd of roughly 186 and 315 acres. Beyond them to the east is county land, the former Safari Highlands Ranch / Harvest Hills housing site; a land trust says it has agreed to buy it for the San Pasqual Band.

Schools

Which schools serve Rancho San Pasqual

K-8: San Pasqual Union School

Rancho San Pasqual is inside the San Pasqual Union School District, a one-school K-8 district founded in 1918. The campus is at 15305 Rockwood Rd, just across Rockwood Rd from the community's south edge, phone (760) 745-4931 (sanpasqualunion.net).

High school: Orange Glen's attendance area

High school is a separate district, the Escondido Union High School District. On its boundary map (2025/26), Rancho San Pasqual addresses are in Orange Glen High's attendance area (2200 Glenridge Rd), not San Pasqual High's. Confirm any address with EUHSD's Find Your School map. More on both districts →

Fire safety

Evacuation zone SDC-0880 and the ways out

Know the zone

All of Rancho San Pasqual is in Genasys Protect evacuation zone SDC-0880, the same zone as Vistamonte and San Pasqual Union School. Warnings and orders are issued by zone, so if SDC-0880 is named, it means you. See SDC-0880 on Genasys Protect, and register every phone with AlertSanDiego.

Both gates are on Old Ranch Rd, and both routes reach SR-78 by Cloverdale Rd, about 2 miles. Routes and neighboring zones →

Fire hazard severity

On the City of Escondido's fire hazard severity map (based on CAL FIRE's 2025 update), 532 of the 580 homes are in a Very High zone. The other 48, on parts of Fallbrook Pl, Amber Oak Ln and Olive Knoll Pl, are mapped High. In both, new construction must meet ignition-resistant building standards and sellers must disclose the zone. Check your own address on the city's fire severity page.

Services & who to call

Trash, water, power, police & fire

Trash & recycling

Escondido Disposal (EDI) collects trash, recycling and organics. Pickup day depends on your street: look it up by address or call (760) 745-3203. The city's posted residential rate is $32.87 a month for a 65-gallon trash cart plus recycling and organics carts. When a holiday on EDI's list falls on a weekday, pickup on the holiday and later that week runs one day late (a Monday holiday shifts the whole week); pickup before the holiday doesn't change, and a listed holiday on a weekend causes no delay. See EDI's holiday schedule. Some holidays, including Martin Luther King Jr. Day, Presidents' Day, Cesar Chavez Day, Juneteenth and Veterans Day, aren't on the list.

Water & sewer

Most homes get water from the City of Escondido. County water maps put about 90 homes (all of Fallbrook Pl and parts of Amber Oak Ln, Orange Grove Pl, Pomegranate Ct and Olive Knoll Pl) inside the Rincon del Diablo Municipal Water District boundary instead. Your water bill shows which one serves you. Sewer is City of Escondido.

Power & gas

SDG&E delivers electricity and natural gas and sends the bill. Since April 2023, Clean Energy Alliance has been Escondido's default electricity supplier; you can opt out and buy from SDG&E instead. Sign up for SDG&E outage and power-shutoff alerts.

Police & fire

Escondido Police covers the community (Beat 56, East Sector). Non-emergency: 760-839-4722. Emergencies: 911.

Escondido Fire Department. The nearest stations are Station 2 (East Valley), 421 N Midway Dr, and Station 4 (Bear Valley), 3301 Bear Valley Pkwy S.

Property taxes & Mello-Roos

The City of Escondido has four Community Facilities (Mello-Roos) Districts, and none covers Rancho San Pasqual (city list). Other assessments can still appear on a tax bill, so check your parcel with the County Treasurer-Tax Collector.

Builders & floor plans

Stories are from listings for homes of that size. “Most common” is the bedroom and bath count recorded most often for homes of that size; * means other homes of that size are recorded differently, usually because of options, and “varies” means no single count leads. Plan names appear only where a builder ad, the builder’s website or a listing ties them to a size.

Montecito by Lucas & Mercier Development

Maps 13274, 13421 · 126 homes

The last of the four original neighborhoods to open, with a model grand opening November 16–17, 1996 and prices from $237,900. Four plans, two single-level and two two-story, of 2,160 to 2,648 sq ft, with 3 to 5 bedrooms, 2.5 or 3 baths and three-car garages. Montecito’s 1996 sales address was on Old Ranch Rd, in map 13274. In November 1997 Plan 4 was reported to have recently won a SAM Award for best detached home of 2,200 to 2,800 sq ft in its price class, and a 2002 resale ad describes a 2,678 sq ft home as “Montecito, plan 4.” Plans 2 and 4 offered an optional deck off the master bedroom. Montecito continued on map 13421 (Ferncreek Ln, Timber Creek Ln, Plum Tree Ln and Wynwood Ct): state subdivision reports for that tract, 706R-C, list it as Montecito, filed in 1997 and 1998 by Lucas & Mercier’s LMD Montecito LLC and LMD Eagle Crest LLC, and its homes were first sold in 1998. Listings show the two single-level plans recorded at 2,169 and 2,404 sq ft (the 2,404 plan with an office that could be a fourth bedroom) and the two-story plans at 2,437 and 2,678 sq ft.

Madera by Richmond American Homes

Maps 13287, 13473, 13547 · 136 homes

Richmond American applied in late April 1996 for permits to build 136 houses, the first builder in Rancho San Pasqual to do so; maps 13287, 13473 and 13547 hold exactly 136 homes, all within the same 1,793 to 2,366 sq ft range of recorded sizes. Madera’s sales office opened September 14, 1996, and its grand opening was October 5–6, 1996, with prices from the $180,000s. Three one- and two-story floorplans of 1,776 to 2,391 sq ft, with up to five bedrooms, three baths and three-car garages. A 2002 resale ad for a home on Orange Grove Pl (map 13547) calls it “Madera at Rancho San Pasqual.” Madera was in its final phase of sales by February 1999. Listings show one single-story plan, recorded at 1,793 or 1,911 sq ft (recent listings give it as about 1,911 to 1,952), and two two-story plans, at 2,175 and 2,366 sq ft: three plans in all, as advertised.

Sedona by Beazer Homes

Maps 13305, 13323 · 109 homes

The lowest-priced of the four original neighborhoods: its grand opening was October 5–6, 1996, with prices from the $160,000s. Three plans, two one-story and one two-story, with up to four bedrooms, three baths and two- or three-car garages; ads gave sizes of up to 1,845 sq ft in 1996 and up to 1,995 sq ft by March 1998. Its model and sales address was on Amber Oak Ln, in map 13305. Sedona was almost sold out by May 3, 1998. It spans two recorded maps: 13305 (Amber Oak Ln and Olive Knoll Pl) and 13323 (Fallbrook Pl). State subdivision reports for Fallbrook Pl’s tract, 706R-D, list it as “Sedona at Rancho San Pasqual” with Beazer Homes Holding Corp as subdivider, and in March 1996 the city council assigned Beazer 109 units, the two maps’ combined total. In listings, the homes recorded at 1,538 and 1,748 sq ft are single-story and those at 1,876 sq ft are two-story, matching the advertised mix.

San Pasqual Academy: county's request for ideas has closed; report due by year-end

The county's Request for Information on the future of the 238-acre foster-youth campus (RFI 13371, "Reimagining San Pasqual Academy") closed at 5pm Tuesday, October 13, 2026. The county's BuyNet procurement portal lists it as closed, with the end date unchanged. The request followed community input that showed strong interest in keeping the Academy open with an expanded model. The county says it will present the results to the Board of Supervisors by the end of the year; staff's August 18, 2026 memo to the Board said they would return in December 2026 with the results and possible options. As of Wednesday, October 14, 2026, the county had not publicly said how many responses it received, and the agenda for the Board's next meeting, Tuesday, October 27, 2026, had not been posted.

Governor vetoes AB 2770, the San Pasqual Battlefield land-return bill

Gov. Newsom vetoed AB 2770 on September 27. The bill, by Assemblymember David Alvarez, would have required the state to hand three parcels — about 3.68 acres of San Pasqual Battlefield State Historic Park — to the San Pasqual Band of Mission Indians at no cost. It had passed the Senate 40–0 and the Assembly 78–0. In his veto message the governor said he shares the goal of returning ancestral land but wants it done through systematic processes that are transparent and fair to all parties. The bill is separate from Oswit Land Trust's effort to buy the Harvest Hills site for the Band.

Harvest Hills site could be returned to the San Pasqual Band

Oswit Land Trust told The Coast News it signed an agreement in February 2024 to buy the 1,100-acre former Safari Highlands Ranch property — county land just north of the Safari Park, east of Rancho San Pasqual and northeast of the Vistamonte enclave — from Concordia Homes, then transfer it to the San Pasqual Band while keeping a conservation easement against development. The deal hinges on state grants the nonprofit is seeking. The city told the paper Concordia's housing application is considered inactive. It's a separate effort from AB 2770, the bill that would have returned about 3.68 acres of San Pasqual Battlefield State Park to the Band; the governor vetoed it September 27.

How it came to be

A short history of Rancho San Pasqual

  • 1985

The City of Escondido approves the Cloverdale Ranch Specific Plan: 640 homes on 872 acres east of Cloverdale Rd.

  • 1989

The Eagle Crest Specific Plan amendment proposes cutting the plan to 580 lots and setting aside open space.

  • 1992

Eagle Crest Golf Club opens, an 18-hole course designed by David A. Rainville.

  • 1995

Signal Landmark moves the long-stalled project forward, with Koll Real Estate Group developing it, under a new name: Rancho San Pasqual. The first final maps of Escondido Tract 706R are recorded December 11, 1995.

  • 1996

Builders hold grand openings for the first four neighborhoods: Sedona (Beazer Homes), Madera (Richmond American Homes) and Catavina (Continental Homes) on October 5–6, and Montecito (Lucas & Mercier Development) on November 16–17 (tracts & floor plans).

  • 1997–2001

The 580 homes are built. Continental Homes adds the 20-home Catavina Estates in 1998, and Hearthside Homes opens Triana, the last neighborhood, in 1999. Growth from the new homes leads San Pasqual Union to add classrooms, and the district opens its new Rockwood Rd campus in 2001.

  • 2024–2025

JC Golf takes over operations (May 2024) and renovates the course, which reopens as Dos Osos Golf Club.

  • 2026

The city council votes 5-0 in June to let staff process a proposed specific-plan amendment for an RV resort at the golf club (82 RV spaces and 42 cottages). It is not approved and still needs environmental review and hearings (explained).
