Where it is

On the golf course, along Rockwood Rd

The project is on the Dos Osos Golf Club property at 2492 Old Ranch Rd, inside the Rancho San Pasqual Specific Plan area. City documents place the property on the south side of Hidden Oaks Ln, with Fallbrook Pl to the west and Old Ranch Rd to the east. The assessor’s parcel numbers are 241-202-14, 241-211-01 and 241-211-05.

The applicant says the resort site is generally bordered by Rockwood Rd, Old Ranch Rd and Hidden Oaks Ln. The RV spaces and cottages would go inside the existing driving range and maintenance-building areas. Its overview also lists a disturbed fairway area, the parking lot and the clubhouse as part of the project area.

Getting in and out

Under the applicant’s plan, RV guests would use two entrances on Rockwood Rd, on the south side of the project. A check-in area would sit outside the Rancho San Pasqual gated community. RV guests could not exit onto Hidden Oaks Ln, by RV or car. The resort would have an emergency access gate on Hidden Oaks Ln, with a Knox box for fire and EMS crews.

For Rancho San Pasqual residents

Under the applicant’s plan, residents would keep using the Hidden Oaks Ln driveways near the clubhouse to reach the golf facilities. The applicant proposes landscaped screening berms along the project’s eastern edge, which it says would give existing homeowners privacy. It also says the convenience store would serve residents as well as RV guests.

Relative to The Ranchos at Vistamonte

The city’s documents on this item do not mention The Ranchos at Vistamonte. The city’s GIS parcel and street data put the three project parcels north of Rockwood Rd and west of Old Ranch Rd. Vistamonte’s lots are to the southeast, past the Rockwood Rd / Old Ranch Rd junction and east of Rockwood Rd. No city document gives the distance.
How we got here

From Eagle Crest to an RV resort request

The Eagle Crest Specific Plan, now the Rancho San Pasqual Specific Plan (SPA #3), is adopted. It was amended through the 1990s, most recently under case SP97-32.

  • 1992

Eagle Crest Golf Club opens to the public. It is an 18-hole, par-72 course designed by David A. Rainville.

  • April 2024

According to the applicant, PG Dos Osos LLC buys the entire golf course.

  • May 1, 2024

JC Golf, newly selected to manage the course, starts course improvements and temporarily pauses tee times. JC Golf says the work included rebuilding the irrigation system, reshaping bunkers, clearing tunnels on holes 1, 9 and 10, restoring the hole 6 waterfall, and upgrading the clubhouse and deck.

Where it stands now

Authorized for processing, not approved

Status as of October 8, 2026

Under review by city staff. No Planning Commission or City Council hearing date had been announced as of October 8, 2026.

On June 24, 2026, the City Council voted 5-0 to adopt Resolution 2026-111. It lets city staff accept and process the specific plan amendment. Under Escondido’s zoning code, the council must authorize further processing of a specific plan amendment. The council was not asked to approve the RV resort.

The staff report says the merits of the project will be analyzed later, once a formal application is submitted. The city’s Notice of Exemption says the authorization does not commit the city to any future action on the project.

The city’s Development Project Dashboard lists PL26-0121 as “Under Review.” That record was last updated September 9, 2026. As of October 8, 2026:

  • No Planning Commission or City Council hearing date had been announced.
  • Checked again on Wednesday, October 14, 2026: the agenda for the Tuesday, October 13, 2026 Planning Commission meeting did not include the project, and the tentative future-agenda list in that packet (dated October 9, 2026) does not name it. Agendas for the Tuesday, October 27, 2026 Planning Commission meeting and the Wednesday, November 4, 2026 City Council meeting had not been posted, and the city's public hearing notice pages listed no notice for the project.
  • No environmental document for the project was found on CEQAnet.
  • No hearing notice was found on the city’s public-notice pages.
  • Apart from the draft June 24 minutes in the July 29 council packet, no council or Planning Commission packet posted after June 24 mentions the project.
What happens next

The steps before any decision

1. Formal submittal and staff review

City staff collects the remaining fees, including for a tentative map and any environmental review, and the applicant makes a formal submittal. Other discretionary permits may be required. Staff then reviews the amendment against the 2012 General Plan, including its Quality-of-Life standards, and the Rancho San Pasqual Specific Plan.

When: no date published. The case is listed as “Under Review.”

2. Environmental review

The full development proposal must go through environmental review under the California Environmental Quality Act (CEQA). The type of document (exemption, negative declaration or EIR) has not been announced.

When: during formal review. No date published.

3. Planning Commission

The Planning Commission reviews the project and makes a recommendation to the City Council.

When: no hearing date announced as of October 8, 2026.

4. City Council decision

The City Council decides on the specific plan amendment after the Planning Commission’s recommendation.

When: no hearing date announced as of October 8, 2026.

Related requests the applicant plans

The applicant plans to request a tentative parcel map and lot line adjustment. These would put the RV resort, the clubhouse and the golf course on separate parcels. It may also request a zone change if one is needed.

Not yet answered by city documents

  • Which CEQA document will be prepared, and when it will be released for public review.
  • Whether and when the formal application, including the tentative parcel map, has been or will be filed, and when hearings will be set.
  • The exact boundaries of the roughly 10-acre site, and whether any playing holes would change.
  • Whether a zone change will be needed. The applicant says one will be requested “if necessary.”
  • Where exactly the two Rockwood Rd entrances would be, and how far the site is from The Ranchos at Vistamonte and San Pasqual Union School.
  • How traffic, wildfire evacuation and fire safety will be studied.
  • Whether there will be limits on how long RV and cottage guests can stay.
  • Whether any private agreements or CC&Rs involving the course owner and the Rancho San Pasqual homeowners association affect the proposal.

Questions residents ask

Dos Osos RV resort Q&A

Did the City Council approve the RV resort?

No. On June 24, 2026, the council voted 5-0 only to authorize staff to process the specific plan amendment. The staff report says the project’s merits will be analyzed later. The city’s Notice of Exemption says the vote does not commit the city to any future action.

How many RV sites are proposed?

The applicant proposes 82 RV spaces (66 back-in and 16 pull-through) plus 42 furnished park-model cottages, for 124 sites in all. The figure of 82 counts the RV spaces only.

Would RV guests come through the community gates?

The applicant’s plan keeps RV guests outside the gates: they would enter at two points on Rockwood Rd and check in outside the Rancho San Pasqual gated community, and they could not exit onto Hidden Oaks Ln by RV or car. The resort would have an emergency access gate on Hidden Oaks Ln for fire and EMS crews. Residents would keep using the Hidden Oaks Ln driveways near the clubhouse.

Would the golf course change?

In part, under the applicant’s plan. The RV spaces and cottages would go on the existing driving range and maintenance-building areas, and the clubhouse and cart barn would be kept and upgraded. The applicant’s overview also lists a disturbed fairway area as part of the project area. The June materials do not say whether any playing holes would change.

Why does the plan need to be amended?

Because the plan limits the roughly 161.5-acre golf course area to the golf course and related uses, such as a driving range, clubhouse, tennis courts and pools, and an RV resort is not one of them. The request does not expand the plan area’s boundaries. The staff report says it would not change the plan’s allowed residential densities. The plan area covers about 872 gross acres and contains 580 single-family homes.

Has fire safety been studied?

No fire-safety, traffic or evacuation study had been released as of October 8, 2026. The June staff report does not address these topics, and the city has not said how they will be studied. Any future proposal must go through CEQA environmental review. At the June 24, 2026 meeting, one public speaker raised concerns about fire safety at the project site. For general area preparedness, see the safety page.

How can residents comment?

Now, by contacting the Planning Division (planning@escondido.gov, 760-839-4671) or the project planner and citing case PL26-0121. Later, at Planning Commission and City Council hearings; no hearing date had been announced as of October 8, 2026. The city’s online public comment form accepts positions on council and commission agenda items.
