The Rancho Vistamonte Garden Society

The association

The HOA is the Rancho Vistamonte Garden Society, a California nonprofit mutual benefit corporation formed in July 2004. County parcel records list it as owner of the private street lots and the other common lots, about 103 acres in all; the largest is a lot of about 69 acres.

For the current management company, gate access and architectural rules, ask the board or check your escrow disclosure packet, which also holds the CC&Rs.

Streets, gates & dues

The 80 homes are on four private streets: Vistamonte Glen (22 homes), Walden Glen (22), Skyline View Glen (28) and Morning Terrace Glen (8). Addresses use the short form "Gln". The community has two gates, on Vistamonte Glen and Morning Terrace Glen; the ways out are on our Fire & Safety page.

Dues: 2026 listings show $337 a month. Dues change, and the association's budget is the official figure.

Neighbors on every side

Dos Osos golf course land and a city-owned open parcel border the enclave's northwest side, with Rancho San Pasqual beyond them. East and northeast is unincorporated county land: the former Safari Highlands Ranch / Harvest Hills housing site; a land trust says it has agreed to buy it for the San Pasqual Band. San Pasqual Battlefield State Historic Park is about 1.3 miles southeast; its trails are open, but its visitor center and parking lots are closed for renovations (park status, explained).

How it came to be

The land was the former Brower Dairy at Old Ranch and Rockwood roads. The city studied annexing about 133 acres for 80 homes under the Rancho Vistamonte Specific Plan (draft environmental report, 2002). GlobeSt reported in May 2003 that New Urban West had bought the land for $4 million, planning an 80-home gated community of large homes on big lots, and the homes went up from about 2005 to 2012. New Urban West built them in three floor plans (tract & floor plans).

Schools

Which schools serve Vistamonte

K-8: San Pasqual Union School

Every Vistamonte address is in the San Pasqual Union School District (its Trustee Area 3). The district's one K-8 school is at 15305 Rockwood Rd, about half a mile away (sanpasqualunion.net).

High school: Orange Glen's attendance area

High school is the separate Escondido Union High School District. On its 2025/26 boundary map, all 80 Vistamonte addresses are in Orange Glen High's attendance area (2200 Glenridge Rd), in district Trustee Area 4. Confirm any address with EUHSD's Find Your School map. More on both districts →

Fire safety

Evacuation zone SDC-0880 and fire hazard

Know the zone

All 80 homes are in Genasys Protect evacuation zone SDC-0880, the same zone as Rancho San Pasqual. Old Battlefield Rd and West Zoo Rd are in zone SDC-0940, and SR-78 at West Zoo Rd is in SDC-0939, so orders there can affect the south route out. See SDC-0880 on Genasys Protect, register every phone with AlertSanDiego, and read the routes out.

Fire hazard severity

All 80 homes are in a Very High Fire Hazard Severity Zone on the 2025 state map. In high and very high zones, new construction must meet ignition-resistant building standards and sellers must disclose the zone. More on the city's fire severity page.

Services & who to call

Trash, water, power, police & fire

Trash & recycling

Escondido Disposal (EDI) collects trash, recycling and organics. Look up your pickup day by address or call (760) 745-3203. The city's posted residential rate is $32.87 a month for a 65-gallon trash cart plus recycling and organics carts. When a holiday on EDI's list falls on a weekday, pickup on the holiday and later that week runs one day late (a Monday holiday shifts the whole week); pickup before the holiday doesn't change, and a listed holiday on a weekend causes no delay. See EDI's holiday schedule.

Water & sewer

The City of Escondido provides both. City records show every water main, fire hydrant and sewer line inside the enclave as city-owned.

Power & gas

SDG&E delivers electricity and natural gas and sends the bill. Since April 2023, Clean Energy Alliance has been Escondido's default electricity supplier; you can opt out and buy from SDG&E instead. Sign up for SDG&E outage and power-shutoff alerts.

Police & fire

Builders & floor plans

Stories are from listings for homes of that size. “Most common” is the bedroom and bath count recorded most often for homes of that size; * means other homes of that size are recorded differently, usually because of options, and “varies” means no single count leads. Plan names appear only where a builder ad, the builder’s website or a listing ties them to a size.

The Ranchos at Vistamonte by New Urban West

Map 14851 · 80 homes

New Urban West, a Santa Monica-based builder and developer, built The Ranchos at Vistamonte, an 80-home enclave on a single recorded map. The city council approved Rancho Vistamonte 4-0 in February 2003. By May 7, 2005 the builder’s website listed The Ranchos at Vistamonte among its current communities, with an interest list open, and MLS records show a new home listed for sale by October 31, 2005. County records give 47 homes effective years of 2005 to 2008, none 2009 and 32 from 2010 to 2012 (one has no recorded year). The three plan drawings are originally dated October 28, 2004, with revisions into January 2005.

  • Rancho Luz (Plan 1): One story, 3 bedrooms plus a den that could be a fourth bedroom, 2.5–3.5 baths, 3,447 sq ft; a two-car garage plus a separate one-car garage. Elevations: Spanish, Traditional and Tuscan.
  • Rancho Cortina (Plan 2): Two stories, 4 bedrooms, 3.5 baths, den and loft, 3,958 sq ft; three-car garage. Elevations: Spanish, Traditional and Tuscan.
  • Rancho Mirador (Plan 3): Two stories, 5 bedrooms, 4.5 baths, den and loft, 4,450 sq ft; a three-car tandem garage plus a separate one-car garage. The one-car garage could instead be built as a casita (a room with a wardrobe, its own bath and an outside door) or as part of a second master suite, so casita homes keep the three-car garage. Elevations: Spanish, Tuscan and Early California.

Plus 1 home with a size recorded only once. The 28 homes recorded at 3,971 sq ft are Rancho Cortinas: 2009 builder listings named the Cortina model and gave the published 3,958 sq ft. Listings for 4 of the 5 homes recorded at 4,600 or 4,653 sq ft describe the casita (the fifth has no listing remarks); listings put casita homes at about 4,600 to 4,700 sq ft with 6 bedrooms and a 3-car garage. County records don’t track the casita consistently: at least 2 homes recorded at 4,450 sq ft also have one, and the one home recorded at 4,550 sq ft has a bonus room instead.

San Pasqual Academy: county's request for ideas has closed; report due by year-end

The county's Request for Information on the future of the 238-acre foster-youth campus (RFI 13371, "Reimagining San Pasqual Academy") closed at 5pm Tuesday, October 13, 2026. The county's BuyNet procurement portal lists it as closed, with the end date unchanged. The request followed community input that showed strong interest in keeping the Academy open with an expanded model. The county says it will present the results to the Board of Supervisors by the end of the year; staff's August 18, 2026 memo to the Board said they would return in December 2026 with the results and possible options. As of Wednesday, October 14, 2026, the county had not publicly said how many responses it received, and the agenda for the Board's next meeting, Tuesday, October 27, 2026, had not been posted.

Governor vetoes AB 2770, the San Pasqual Battlefield land-return bill

Gov. Newsom vetoed AB 2770 on September 27. The bill, by Assemblymember David Alvarez, would have required the state to hand three parcels — about 3.68 acres of San Pasqual Battlefield State Historic Park — to the San Pasqual Band of Mission Indians at no cost. It had passed the Senate 40–0 and the Assembly 78–0. In his veto message the governor said he shares the goal of returning ancestral land but wants it done through systematic processes that are transparent and fair to all parties. The bill is separate from Oswit Land Trust's effort to buy the Harvest Hills site for the Band.

Harvest Hills site could be returned to the San Pasqual Band

Oswit Land Trust told The Coast News it signed an agreement in February 2024 to buy the 1,100-acre former Safari Highlands Ranch property — county land just north of the Safari Park, east of Rancho San Pasqual and northeast of the Vistamonte enclave — from Concordia Homes, then transfer it to the San Pasqual Band while keeping a conservation easement against development. The deal hinges on state grants the nonprofit is seeking. The city told the paper Concordia's housing application is considered inactive. It's a separate effort from AB 2770, the bill that would have returned about 3.68 acres of San Pasqual Battlefield State Park to the Band; the governor vetoed it September 27.
